O Projeto “Desenvolvimento de Competências para a Inovação dos Sistemas Agrários” – CDAIS –, financiado pela União Europeia, teve o arranque formal das suas atividades em Angola, com a realização do Workshop de Lançamento, nos passados dias 18 e 19 de Maio.
Organizado pela FAO, em parceria com a Agrinatura, foi acolhido pelo Dr Mpanzo Domingos, Diretor Geral do Instituto de Investigação Agronómica (IIA) e Coordenador Nacional do CDAIS, e teve lugar no Instituto de Investigação Veterinária.
A sessão de abertura foi assinalada pela presença de Suas Exas o Sr Secretário de Estado da Agricultura, General Domingos Amaro Tati, o Sr Governador Provincial do Huambo, General Kundi Payhama, o Representante da FAO em Angola, Embaixador Mamoudou Djallo, a Representante da Agrinatura e Coordenadora Global do CDAIS, Doutora Myra Wopereis e a Doutora Cleonice Costa, Diretora Geral do IIV.
A concluir a cerimómia de abertura, a Doutora Ana Portugal Melo, investigadora do Instituto Superior de Agronomia da Universidade de Lisboa e Ponto Focal da Agrinatura, apresentou as linhas orientadoras do Projeto CDAIS a uma vasta audiência de representantes da investigação, ensino superior, organizações de agricultores, fundações, organizações não governamentais e serviços de extensão do ministério da agricultura.
O Doutor Mpanzo Domingos apresentou os objetivos deste Workshop, nomeadamente, o desenvolvimento de um entendimento partilhado do CDAIS. Referiu ainda, a discussão e validação dos critérios para a selecção das parcerias de inovação que serão alvo dos próximos passos do projeto, designadamente, um levantamento de necessidades conducente à elaboração de um plano de ação de desenvolvimento de competências para a inovação dos sistemas agrários.
A Doutora Ana Portugal Melo, com o apoio da equipa da FAO, conduziu o plenário pelos detalhes do projecto, desde o Estudo Exploratório, completado pelas perspectivas dos presentes, até aos diferentes conceitos e competências necessárias para a inovação dos sistemas agrários, recorrendo a varias metodologias participativas, que para além de darem voz aos participantes, lhes permitiram experienciar os desafios do trabalho colaborativo entre diferentes organizações de diferentes categorias, logo trazendo consigo diferentes perspectivas e conhecimentos. As competências funcionais que o CDAIS, com vista a uma mudança de mentalidade, são quatro: Navegar complexidades, Colaborar, Refletir e aprender e Comprometer em processos estratégicos e políticos, e possibilitarão uma constante capacidade de adaptação e resposta a um mundo em constante mudança. De realçar que Suas Exas o Sr Secretário de Estado da Agricultura e o Representante da FAO em Angola, colaboraram activamente nos trabalhos do primeiro dia, participando do plenário e integrando-se nos diferentes exercícios propostos.
Os trabalhos concluiram-se no dia seguinte, com a elaboração de uma lista de potenciais parcerias de inovação para serem alvo do levantamento de necessidades, e a constituição de um grupo de trabalho integrando algumas das instituições presentes, que irá fazer uma pré-seleção a apresentar ao Comité Nacional do Projeto.

New partnership between FAO, AGRINATURA and MINAGRI about Capacity Development of Agricultural Innovation Systems towards a sustainable agriculture in Angola.
The Project Capacity Development of Agricultural Innovation Systems – CDAIS – funded by the European Union, had its official start in Angola, with the Inception Workshop, in the past days 18th and 19th of May.
Organized by FAO, in partnership with Agrinatura, it was hosted by Dr. Mpanzo Domingos, General Director of the Agronomic Research Institute (IIA) of Angola and national coordinator of CDAIS, and took place in the Veterinary Research Institute (IIV) in Huambo.
The workshop counted with the participation of agricultural research institutes, farmers, agricultural cooperatives, agricultural schools, private sector, NGO’s, foundations and the institutions of extension and agricultural development.
The CDAIS Project can make the agricultural systems more effective and durable by answering to the needs, challenges and objectives of the different actors of the partnerships in Angola.
At a global level, the project aims to strengthen the institutional, organizational and individual capacities of innovative partnerships and predicts to enhance the capacities of 160 facilitators and establish 24 innovation partnerships, beyond the organizational culture, practices and procedures of 40 key organizations.
Dr. Mpanzo Domingos presented the workshop’s objectives, highlighting a mutual understanding development of CDAIS shared for the institutions present and the identification of potential innovation partnerships, to which CDAIS project could add value.
The opening session was chaired by its Excellence, the Agricultural State Secretary of Agriculture, Eng. José Amaro Tati, flanked by Huambo’s Governor, its Excelence General Kundi Pahama, by most worthy, FAO representative in Angola, Mr. Mamadou Diallo and for the Agrinatura representative and Global Coordinator of CDAIS Dra Myra Wopereis and by Dra Cleonice Costa, General Director of IIV.
After the welcome speech, pronounced by its Excellence, General Kundi Pahama, followed by FAO representatives in Angola, the participants carefully followed the oppening speech pronounced by its Excellence, Agricultural State Secretary, Eng. José Amaro Tati.
In its speech, the general Kundi Pahama appreciate the choice of the province to host the event, and reiterated the project’s importance in the context of the economy diversification, as well as in the context of the province vocation for agriculture.
Also, the Agriculture Secretary of State, emphasized agriculture’s research and extension’s role, as cornerstones of the sector, highlighting the CDAIS alignment with the National Development Plan, namely, to establish a tighten mechanism of coordination and synergies among different actors and other intervenients of the rural world, and with the environmental paradigm.
“Angola assigns a key role to the agriculture in the context of diversification of its economy” said Eng. José Amaro Tati, Agricultural Secretary of State, to the distinguished partners involved in the agricultural innovation systems during the opening of the CDAIS project’s inception workshop.
The Chair’s president also highlighted the role of the programs implemented by the Angolan executive in the post-conflict period, under the guidance of its Excellence, Eng. José Eduardo dos Santos, President of Angolan Republic, in generating jobs and income, and in poverty reduction.
Agricultural Secretary of State also said that the agricultural innovation systems requires the interaction, cooperation and partnership between the different actors of the system.
Angola is one of the 8 pilot countries that benefit from this G20 initiative, through the Tropical Agriculture Platform. The other beneficiaries’ countries are: Bangladesh, Etiopia, Burkina Faso, Guatemala, Honduras, Laos and Rwanda.
After the opening session, Dra Ana Portugal Melo, researcher at School of Agriculture of the University of Lisbon and Focal point of Agrinatura, presented the guidelines of CDAIS project to the attendants.
Dra Ana Portugal Melo, with the support of FAO’s team, guided the plenary through the project’s details, from the Scoping Study, completed by the workshop attendants perspectives, to the different concepts and capacities needed for the agricultural innovation systems, recurring to various participative methodologies, that, besides giving voice to the participants, allowed them to experience the challenges of the collaborative work among different organizations of different categories, therefore, bringing different perspectives and knowledge. The functional capacities considered by CDAIS, in order to a mind set change, are four: To Navigate complexities, to Cooperate, to Reflect and to Learn and to Engage in strategic and political processes, that will allow to a Capacity to adapt and respond in a world of constant change. To emphasize, that their Excellences, the Agricultural Secretary of State and the representative of FAO in Angola, actively cooperated in the first day work, participating in the plenary and integrating the groups for the different proposed exercises.
In the next day, the national coordinator of CDAIS, facilitate the discussion and validation of the selection criteria of the innovation partnerships to be targeted of a capacity development needs assessment for the agricultural innovation systems, leading to a action plan for the development of capacities for the agricultural innovation systems.
It was also identified the institutions that will be part of the working group, that will support the CDAIS National Committee, in this phase of the project, and also those that will referentiate potential facilitators, that after receiving training, will cooperate in the needs assessment for the capacity development of agricultural innovation systems.
The participants of the workshop highlighted the interest in the proposed theme, focused on the development of functional capacities, and the adopted methodology, with a participative and broad nature.
The workshop’s attendants validated the scoping study, recommending new potential innovation partnerships, and their criteria and process of selection, with the necessary adaptations to the national context.
